This build was just a Dell Inspiron (12 GB Ram) which I stuck an RX 580 Blower into. The i5-8400 Inspiron was only $450 and the RX 580 was $180. I had to replace the PSU and drill holes into the bottom for ventilation. Was not sure what the ram brand was as dell has no ram heatsinks, but it was 12 gigabytes.
